I bunn og grunn bestemmes boligprisene av tilbud og ettersp\u00f8rsel. Dette\nbestemmes igjen av faktorer som rente, nybygging, arbeidsledighet, demografi,\nkredittvekst med mer. Men hva er viktigst? <\/strong><\/p>\n\n\n\n

De siste 25 \u00e5rene har vi v\u00e6rt vitne til en boligprisoppgang i Norge uten sidestykke i historien. \u00abAlle\u00bb mener noe om boligprisene. Det er naturlig, for hele \u00e5tte av ti nordmenn eier egen bolig. Bolig er den st\u00f8rste investeringen de fleste av oss gj\u00f8r i l\u00f8pet av livet. <\/p>\n\n\n\n

I fortsettelsen vil jeg fors\u00f8ke\n\u00e5 forklare de viktigste faktorene som p\u00e5virker boligprisene. Jeg har lett etter\nstudier p\u00e5 omr\u00e5det, og den beste jeg har funnet er en artikkel fra Norges\nBank fra 2004 (!) som heter \u00abHva driver boligprisene?\u00bb.<\/a> Sjef\u00f8konomene i\nbanker og meglerhus diskuterer temaet hyppig, men det er vanskelig \u00e5 finne et\ngodt svar p\u00e5 hvilke p\u00e5virkningsfaktorer som er viktigst. <\/p>\n\n\n\n

Og det er ikke rart. For det er vanskelig \u00e5 isolere effektene. For eksempel: En rente\u00f8kning er isolert sett negativ for boligprisene, siden det blir dyrere \u00e5 eie en bolig. Men med Norges Banks pengepolitikk vil renten settes opp n\u00e5r ting g\u00e5r bra (fallende arbeidsledighet, h\u00f8y l\u00f8nnsvekst). Dermed vil man i virkeligheten kunne finne en positiv sammenheng mellom renteniv\u00e5 og boligpriser, slik vi har sett det siste \u00e5ret: Styringsrenten har blitt satt opp med ett prosentpoeng siden september i fjor, mens boligprisene er opp 2,6 prosent i samme periode (riktignok kun en marginal realprisoppgang, ca 1 prosent). <\/p>\n\n\n\n

De fem viktigste faktorene<\/h2>\n\n\n\n

Jeg vil likevel driste meg til \u00e5 liste opp de fem\nviktigste faktorene som p\u00e5virker boligprisene:<\/p>\n\n\n\n

For ordens skyld: De fire f\u00f8rste punktene ble rangert som\nde viktigste forklaringsfaktorene for boligprisene i analysen fra 2004.\nDen siste faktoren har jeg lagt til p\u00e5 listen for egen regning. <\/p>\n\n\n\n

Rente<\/h2>\n\n\n\n

Renten er prisen p\u00e5 penger. Den st\u00f8rste delen av bokostnaden om du eier boligen selv er rentekostnader (ca 40 % if\u00f8lge Bokostnadsindeksen til Samfunns\u00f8konomisk Analyse<\/a> \u2013 i tillegg kommer vedlikeholdskostnader, energikostnader, kommunale avgifter med mer). N\u00e5r renten stiger \u00f8ker bokostnaden, og motsatt. If\u00f8lge modellen til Norges Bank fra 2004 vil boligprisene falle med ca tre prosent dersom boligl\u00e5nsrentene \u00f8ker med ett prosentpoeng og de \u00f8vrige forklaringsfaktorene ligger fast. <\/p>\n\n\n\n

Det er naturlig \u00e5 anta at\nrentef\u00f8lsomheten er vesentlig st\u00f8rre i dag, siden renten er en del lavere i dag\nenn i 2004 og \u00e5rene forut, samt at gjelden har \u00f8kt. En rente\u00f8kning fra 2 til 3\nprosent svir mer enn en \u00f8kning fra 4 til 5 prosent. Gjeldsbelastningen er i dag\n230 prosent m\u00e5lt mot inntekt, kontra 150 prosent i 2004. Rente\u00f8kninger biter\nmer i dag. Internasjonale studier, bl\na denne fra John C. Williams<\/a>, viser 6 til 8 prosent boligprisfall ved ett\nprosentpoengs rente\u00f8kning. <\/p>\n\n\n\n

Arbeidsledighet<\/h2>\n\n\n\n

\u00d8kt arbeidsledighet vil gi f\u00e6rre potensielle boligkj\u00f8pere, samt forventninger om lavere l\u00f8nnsvekst for de som beholder jobben. Dette vil p\u00e5virke boligprisene negativt. If\u00f8lge Norges Bank-modellen vil boligprisene vil falle med ca 11 prosent over tid dersom ledighetsraten skulle \u00f8ke permanent med ett prosentpoeng. Jeg har ikke sett noen bedre anslag p\u00e5 dette i nyere tid.<\/p>\n\n\n\n

Husholdningenes inntekter<\/h2>\n\n\n\n

Jo h\u00f8yere inntektsvekst, jo mer vil vi bruke p\u00e5 bolig. If\u00f8lge modellen til Norges Bank vil boligprisene vokse i takt med l\u00f8nnsinntektene p\u00e5 lang sikt. Her er jeg litt uenig med Norges Banks gamle modell. Jeg mener at boligprisene kan \u00f8ke (noe) mer enn l\u00f8nnsinntektene p\u00e5 lang sikt, s\u00e5fremt konsumentene prioriterer bolig foran annet konsum. Etter boligkrakket p\u00e5 slutten av 80-tallet har boligprisene \u00f8kt langt mer enn l\u00f8nnsinntektene. Det skyldes nettopp at nordmenn gradvis har brukt en st\u00f8rre andel av konsumet sitt p\u00e5 bolig de siste 10-20 \u00e5rene, og mindre p\u00e5 mat, drikke og kl\u00e6r (kl\u00e6r har for \u00f8vrig falt i pris i mange \u00e5r). Dette kan blant annet leses av SSB-tall<\/a>. <\/p>\n\n\n\n

Nybygging<\/strong><\/h2>\n\n\n\n

Tilbudet av boliger er rimelig stabilt p\u00e5 kort sikt, siden det tar tid \u00e5 bygge nye boliger. Husk ogs\u00e5 p\u00e5 at nybyggingen per \u00e5r er lav i forhold til totalt antall boliger (ca 30.000 nye boliger bygges \u00e5rlig vs ca 2,5 millioner boliger totalt<\/a>). P\u00e5 kort sikt vil derfor boligprisene i hovedsak svinge med endringer i ettersp\u00f8rselen, ikke tilbudet. En \u00f8kning i boligprisene vil imidlertid gi \u00f8kt nybygging og boligmasse over tid. Boligprisene vil if\u00f8lge Norges Bank-modellen falle med ca to prosent p\u00e5 lang sikt dersom boligmassen \u00f8ker med en prosent. <\/p>\n\n\n\n

Kredittpolitikk<\/h2>\n\n\n\n

Kredittpolitikken har blitt en viktigere faktor de siste \u00e5rene, med innf\u00f8ringen av boligl\u00e5nsforskriften i januar 2017. Boligl\u00e5nsforskriften, som blant annet sier at man kan l\u00e5ne maksimalt fem ganger brutto \u00e5rsinntekt, ble innf\u00f8rt for \u00e5 dempe gjeldsveksten. N\u00e5r boligkj\u00f8pere f\u00e5r mindre l\u00e5n faller ettersp\u00f8rselen etter boliger. Dermed dempes prisveksten. Man kan ogs\u00e5 si at innf\u00f8ringen av gjeldsregisteret i sommer ogs\u00e5 omfattes av kredittpolitikken, og legger en ytterligere demper p\u00e5 prisveksten. <\/p>\n\n\n\n

Andre faktorer<\/h2>\n\n\n\n

P\u00e5 lang sikt vil ogs\u00e5 befolkningsvekst\nog flyttestr\u00f8mmer<\/strong> ha en sterk p\u00e5virkning p\u00e5 boligprisene i byer og\ntettsteder. Boligmarkedet i Norge er ikke ett marked, men mange unike. <\/p>\n\n\n\n

Vi s\u00e5 en topp i arbeidsinnvandringen\ni 2012, hvor befolkningsveksten var p\u00e5 over 65.000 personer. I \u00e5r vokser\nbefolkningen i Norge med om lag det halve. Lavere befolkningsvekst gir lavere\nboligbehov, og mindre press p\u00e5 boligprisene.\n<\/p>\n\n\n\n

Vi har ogs\u00e5 sett en lang trend\nmed urbanisering. SSBs tall viser at vi i mange \u00e5r har flyttet fra Nord-Norge\nog Vestlandet til Oslo, Akershus og S\u00f8r-\u00d8stlandet \u2013 se tabell 5 her<\/a>.\nI byer og tettsteder med h\u00f8y befolkningsvekst vil boligprisene stige mer enn\nandre steder, alt annet like. <\/p>\n\n\n\n

Det er viktig at nybyggingen\nskjer der befolkningsveksten er st\u00f8rst, som i Oslo og Akershus. I forrige uke var\njeg p\u00e5 Boligkonferansen til Norges Eiendomsmeglerforbund og Selvaag Bolig. Der\nholdt blant andre Andreas Benedictow i Samfunns\u00f8konomisk Analyse et foredrag.\nHan sa at det bygges mer enn nok boliger i Norge, med unntak av Oslo. <\/p>\n\n\n\n

Som et siste punkt: Psykologien i markedet<\/strong> kan v\u00e6re\nen viktig driver p\u00e5 kort sikt. Et eksempel er i 2016, hvor prisene i Oslo \u00f8kte\nmed 25 prosent, for deretter \u00e5 falle i 2017. Den utviklingen kan ikke umulig\nforklares av fundamentale forhold. Saueflokkmentalitet og frykt for \u00e5 st\u00e5 igjen\np\u00e5 perrongen n\u00e5r boligtoget g\u00e5r, er mulige psykologiske forklaringer. <\/p>\n\n\n\n

Endringer i skatteregler, bokostnader, internasjonal\n\u00f8konomi, aksjemarkedet<\/strong> og s\u00e5 videre vil ogs\u00e5 kunne p\u00e5virke boligprisene. <\/p>\n\n\n\n

Hva med boligmarkedet fremover?<\/h2>\n\n\n\n

Det kan virke som om rentetoppen\ner n\u00e5dd for denne gang. Dermed skal ikke rentene p\u00e5virke boligprisene\nnevneverdig de n\u00e6rmeste \u00e5rene. Det er utsikter til noe lavere vekst i norsk\n\u00f8konomi, som tilsier moderate l\u00f8nnsoppgj\u00f8r fremover. Arbeidsledigheten\nforventes \u00e5 v\u00e6re stabil. Nybyggingen forventes \u00e5 falle svakt. Kredittpolitikken\nmed boligl\u00e5nsforskriften kan endres, men jeg tror ikke Finansdepartementet vil\nlytte til Finanstilsynets r\u00e5d om \u00e5 stramme inn.\n<\/p>\n\n\n\n

Summa summarum mener jeg dette\ntaler for en svakere utvikling i boligprisene de neste 10-20 \u00e5rene enn vi har hatt.\nJeg tror p\u00e5 en boligpris\u00f8kning p\u00e5 linje med inflasjonen de n\u00e6rmeste \u00e5rene, noe\nmer i Oslo. Jeg tror ikke p\u00e5 et boligprisfall eller krakk. Til det er norsk\n\u00f8konomi for solid. <\/p>\n\n\n\n
