Begrunnelsen for dette er at medlemsland i EU\/E\u00d8S ikke er forpliktet til \u00e5 implementere <em>FASTER<\/em>-direktivet f\u00f8r i 2030. <br><br><strong>Aksjon\u00e6rer trekkes 25% kildeskatt frem til <em>FASTER<\/em> implementeres<\/strong><br>Frem til <em>FASTER<\/em> implementeres, s\u00e5 vil norske investorer som utgangspunkt trekkes 25% eller mer p\u00e5 de aller fleste investeringer i EU\/E\u00d8S. Dette gjelder selv om skatteavtalen mellom Norge og det aktuelle landet tilsier at aksjon\u00e6ren kvalifiserer for 15% eller lavere kildeskatt.<strong><br>Skatterefusjons-s\u00f8knad<\/strong><br>Aksjon\u00e6rer som vil ha skatteavtale-sats p\u00e5 15%, m\u00e5 inntil videre s\u00f8ke om skatterefusjon. Prosessen er eksemplifisert her med et dansk selskap: <a href=\"https:\/\/blogg.nordnet.no\/?p=100502&amp;preview=true\" rel=\"noopener\">Novo Nordisk &#8211; f\u00e5 tilbake 27% skatt som du har betalt p\u00e5 utbytte | Nordnet<\/a><\/p>\n\n\n\n<p><strong><br>Fyll ut det elektroniske <em>FASTER<\/em>-skjemaet for 10% lavere skattesats<\/strong><br>Den gledelige nyheten for investorer som \u00f8nsker seg lavere skatt, er at idet <em>FASTER <\/em>implementeres, s\u00e5 vil det bli langt enklere for \u00e5 investorer \u00e5 \u00abforh\u00e5ndsgodkjenne\u00bb seg selv for lavere kildeskatt-sats. <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Fra et investor-perspektiv er <em>FASTER-<\/em>direktivet det viktigste harmoniseringsgrepet som er tatt i det europeiske verdipapirmarkedet <\/p>\n<\/blockquote>\n\n\n\n<p>Aksjon\u00e6rer som \u00abforh\u00e5ndsgodkjenner\u00bb seg selv via et elektronisk skjemaet, vil umiddelbart se at utbytter fra selskaper i EU\/E\u00d8S er hele 10% h\u00f8yere [25% &#8211; 15%].<br><br><strong>Hva vil kreves av deg som aksjon\u00e6r<\/strong><br>I dag kan investorer kvalifisere for <em>relief-at-source<\/em>, det vil si redusert sats i henhold til skatteavtalen mellom den norske investoren og det lokale landet der det utbetalende selskapet er hjemmeh\u00f8rende. For \u00e5 kvalifisere m\u00e5 investoren forholde seg til reglene i det lokale landet der selskapet holder til. I dag er det like mange ulike prosedyrer for dette, som det er EU-land. Det vil si, hvert land har sin helt egen prosess for forh\u00e5ndsgodkjenning, og i praksis er det krevende \u00e5 orientere seg i regelverket.<br><br>Den praktiske endringen som f\u00f8lger <em>FASTER-direktivet <\/em>er at det blir \u00e8n \u00abuniversell\u00bb m\u00e5te dokumentere seg med gyldighet for alle EU\/E\u00d8S-land. Det vil si, har investoren f\u00f8rst dokumentert seg en gang for f eks skatteavtale sats (redusert sats 15%) p\u00e5 utbytter fra Volkswagen AG, s\u00e5 kvalifiserer ogs\u00e5 investoren ogs\u00e5 for skatteavtale sats (redusert sats 15%) for utbytter fra Euronext N.V. (Nederland).<\/p>\n\n\n\n<p>Kort oppsummert: investoren fyller ut et elektronisk skjema som gis til banken\/megleren der investoren handler verdipapirer, og investoren kvalifiserer dermed for redusert skattesats innenfor EU\/E\u00d8S. <br><br>Det er banken\/megleren der investoren har sitt kundeforhold &#8211; den banken der investoren handler verdipapirer &#8211; som blir ansvarlig for distribuere skjemaet i den s\u00e5kalte \u00abforvalterkjeden\u00bb. De fleste store banker\/verdipapirfortak vil tilby dette elektroniske skjemaet til sine investorer for utfylling.<br><strong><br>Hva er <em>FASTER<br><\/em><\/strong>EUs medlemstater er oppmerksom p\u00e5 at <em>h\u00f8y <\/em>kildeskatt-sats begrenser europeiske investorers vilje og \u00f8nske om \u00e5 investere i land utenfor sitt eget \u2013 ingen vil bli trukket h\u00f8y skatt. Dette begrenser kapitalflyten p\u00e5 tvers av grenser innad i EU\/E\u00d8S, og er en av mange ulemper ved det fragmenterte kapitalmarkedet i EU\/E\u00d8S. USA, til sammenligning, har ingen slik kildeskatt for innbyggere som investere p\u00e5 tvers av delstatsgrensene innenfor USA, noe som motiverer investorer til \u00e5 investere p\u00e5 tvers av kontinentet. I Europa har vi i dag over 27 ulike regelverk for kildeskatt \u2013 ett regelverk for hver store eller lille medlemsstat, og dette utgj\u00f8r et \u00f8konomisk disincitament &#8211; det motvirker investeringer utenfor eget hjemland.<br><br><strong><em>FASTER<\/em> skal harmonisere det europeiske kapitalmarkedet<\/strong><br><em>FASTER <\/em>skal motvirke den u\u00f8nskede barrieren som for\u00e5rsakes av h\u00f8y kildeskatt. Form\u00e5let er ganske enkelt at dette skal motivere til grensekryssende investeringer.<br><br><strong>Kommer det til Norge<\/strong><br>E\u00d8S-avtalen forplikter ikke Norge til \u00e5 implementere <em>FASTER. <\/em>Norge kan derfor velge \u00e5 ikke implementere direktivet, noe som vil gj\u00f8re det langt mindre gunstig for utenlandske investorer \u00e5 plassere kapital i Norge. <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Akt\u00f8rer i det norske kapitalmarkedet b\u00f8r p\u00e5virke norske myndigheter til \u00e5 implementere <em>FASTER<\/em>-direktivet<\/p>\n<\/blockquote>\n\n\n\n<p>Norske myndigheter har enn\u00e5 ikke sagt om de vil implementere <em>FASTER <\/em>Norge.
